Blair Aas

Blair Aas is the Director of Planning Services for SCI Consulting Group. With over 20 years of experience in public finance, Blair has developed extensive expertise in assisting public agencies in addressing the financial impact of new development. He specializes in creating development impact fee programs, developer mitigation agreements, Quimby programs, Mello‐Roos CFD formations, and other new revenue mechanisms to fund the need for new or increased public services and facilities. Blair is a graduate of Boise State University with a B.A. in Economics with an emphasis in public finance. He is a frequent presenter on local funding mechanisms for public agencies at annual conferences and area workshops held by many associations. Blair is a commercial associate member of CSFMO, a member of the CSDA Legislative Committee and Revenue Expert Working Group, and a Parks and Recreation Commissioner for the City of Vacaville.
