Biography
Brad Neal is a 1999 graduate of Notre Dame Law School and graduated from the University of Arizona in 1995. Brad Neal has practiced in municipal finance at Stradling Yocca Carlson & Rauth since 2000 and has been a Shareholder of Stradling since 2008. Since joining Stradling in 2000, Brad has worked as bond counsel, disclosure counsel, and underwriter’s counsel on numerous public financings, specializing in land secured financings, including community facilities district bond financings, assessment district financings and Marks Roos pooled financings, among other types of financings. Brad is recognized as one of the leading attorneys in land secured finance in California. Brad has worked on all of Eastern Municipal Water District’s community facilities district formations and land secured bond issues since 2002, one of the most prolific, if not the most prolific, community facilities district bond issuers in the entire State of California. Recently, the California Debt and Investment Advisory Commission (CDIAC) selected Brad to be the presenting attorney on its two part webinar, “Fundamentals of Land Secured Financing,” which initially aired live November 10 and 17, 2020.
