David Persselin is the Finance Director and Treasurer of the City of Fremont. David has served for over twenty years in various finance and budget roles for the cities of Fremont, Pleasanton, and San Jose, developed and co-taught the Public Financial Management course in the public administration graduate program at San Jose State University, and has been designated a Certified Public Finance Officer by the Government Finance Officers Association. He currently serves on the board of the California Asset Management Program (CAMP). Prior to entering the public sector, David worked as a public policy analyst at RAND and as a financing consultant for California municipalities. David earned a Master’s degree in Policy Analysis from the RAND Graduate School and a Master of Business Administration degree from Stanford University. He also received a Bachelor of Science degree in Mathematics from the United States Military Academy.
